The Digital Impact Alliance (DIAL) is a global alliance to enable the digital ecosystem to deliver greater scale, efficiency, and social impact as it creates more inclusive digital economies in emerging markets. Working with partners, DIAL generates evidence of what works through a series of demonstration projects, distils insights and tools to promote scale-up and replication, and provides mechanisms to encourage knowledge sharing, collaboration, and co-investment throughout the ecosystem.
DIAL is funded through a collaboration among the Bill & Melinda Gates Foundation, USAID and the Swedish International Development Cooperation Agency (Sida), and hosted within the UN Foundation in Washington, D.C.
The Investment Evaluation (IE) unit, part of the Executive and Strategy Office, is key to DIAL’s ability to measure and learn from its successes (and failures) and to contribute to the sector’s understanding and ability to improve. DIAL’s approach to Investment Evaluation involves learning from individual projects while also focusing on how these investments are collectively addressing the challenges of the digital ecosystem and improving lives for underserved populations in emerging markets. The Associate of M&E will play an important role in helping create and implement the systems, tools, and culture needed to measure responsibly, learn collaboratively, and demonstrate effectiveness at all levels of DIAL’s work. This role demands a committed, experienced monitoring and evaluation professional, with advanced technological skills and aptitude.
The Associate for Monitoring and Evaluation supports the Manager of Monitoring and Evaluation and the Director of Program Operations in enabling the Digital Impact Alliance (DIAL) to track its progress and impact, share lessons learned and contribute to a more inclusive digital ecosystem globally. The evaluation function works across the three key focus areas (platforms and services, data for development, and insights and impact) to develop and implement tools and processes or project management as well as ecosystem-level studies.
Under supervision of the Manager of Monitoring and Evaluation, the Associate will help implement project-level M&E tasks across focus areas, working especially on data collection and integration across projects, centralizing and standardizing data collection tools and systems where possible. He or she will also help research and monitor secondary data sources of interest to DIAL’s work and help promote an overall data-driven approach to DIAL’s work. The Associate will take part in M&E processes like theory of change, lessons learned, outcome harvesting and various innovative approaches to monitoring and evaluation, particularly those that support an adaptive, learning context that is transparent and committed to sector-wide sharing, communication, and learning.
The Associate will report to the Manager of Monitoring and Evaluation and support the Director of Program Operations. This position will also work closely with project staff, operations, and communications.
