Overview

Overview:

The Digital Impact Alliance (DIAL) is a new global alliance to enable the digital development (ICT4D) ecosystem to deliver greater scale, efficiency, and social impact in service of more inclusive digital economies in emerging markets. Working with partners, DIAL generates evidence of what works through a series of demonstration projects, distills insights and tools to promote scale-up and replication, and provides mechanisms to encourage knowledge sharing, collaboration, and co-investment throughout the ecosystem.

DIAL is funded through a collaboration among the Bill & Melinda Gates Foundation, USAID and the Swedish International Development Cooperation Agency (Sida), and hosted within the United Nations Foundation in Washington, D.C.

Investment Evaluation:

The Investment Evaluation unit, part of Business Operations, is key to DIAL’s ability to measure and learn from its successes (and failures) and to contribute to the ICT4D sector’s understanding and ability to improve.  DIAL’s approach to Investment Evaluation involves learning from individual investments and projects while also focusing on how these investments as a whole are addressing the challenges of the digital ecosystem and improving lives for underserved populations in emerging markets.  DIAL uses a developmental evaluation approach to ensure adequate learning and support adaptive management.  It also has a Results Framework with a set of indicators to be measured at multiple levels, including the global ecosystem.

The Investment Evaluation unit oversees these key and interrelated components – developmental evaluation, results framework measurement and management, investment-level M&E, and a Learning Agenda.  The Investment Evaluation (IE) Manager will play an important role in helping create, support and implement the systems, tools, approaches, and culture needed to measure responsibly, learn collaboratively, and demonstrate effectiveness at all levels of DIAL’s work.  This role demands a committed, experienced and monitoring and evaluation professional, with experience in digital services and advanced technological skills and aptitude.

Position Description:

The IE Manager supports the Director of Investment Evaluation in enabling the Digital Impact Alliance (DIAL) to track its progress and impact, share lessons learned and contribute to the wider ICT4D sector.  The evaluation function works across the three key focus areas (platforms and services, data for development, and insights and impact) to develop and implement tools and processes for project management, develop evaluation strategies for individual investments and initiatives, facilitate and extract internal learning and adaptation, and participate in ecosystem-level, organization-wide studies.

Under supervision of the Director of Investment Evaluation, the IE Manager will serve principally in helping design and implement M&E strategies for investments/initiatives, using the latest methods and approaches, and working on data collection and integration across projects and teams and intra-organization.  He or she will also help research and monitor secondary data sources of interest to DIAL’s work, and help promote an overall data-driven approach to DIAL’s work.  The IE Manager may help lead and facilitate internal planning, learning and reflection processes like theory of change and lessons learned, help manage data collection and integration for DIAL’s Results Framework tracker, and provide assistance/insight on DIAL’s overall ecosystem measurement strategies.  Overall, DIAL seeks to implement innovative approaches to monitoring and evaluation, particularly those that support an adaptive, learning context that is transparent and committed to sector-wide sharing, communication, and learning.

Working Relationships

The IE Manager will report to the Director of Investment Evaluation, and in turn to the Senior Director of Business Operations.  The Investment Evaluation team works closely with the Insights and Impact team and communications.  This position will also work closely with other project teams (Data for Development and Platforms and Services).
